The "independent" characteristic seems to be in conflict with "small" and "negotiable" to some extent. Not to mention, darn near every story on the backlog is likely dependent on stories above it. If you combine them to make them "independent", you're working against the "small" and "estimable" nature of the stories. And some smaller contingent features become less "negotiable."
